यह भारत में चल रही वित्तीय क्रांति और 1.3 बिलियन लोगों के जीवन में परिवर्तन को मान्यता है।
यह आयोजन वित्त और टेक्नोलॉजी का है, यह एक समारोह भी है।
यह
प्रकाश पर्व-दीपावली का समय है। यह त्यौहार गुण, आशा, ज्ञान और समृद्धि के
विजय के रूप में पूरे विश्व में मनाया जाता है। सिंगापुर पर अभी भी
दीपावली का प्रकाश है।
फिनटेक समारोह विश्वास का उत्सव है।

मुझे फिनटेक कम्पनियों तथा वित्तीय संस्थानों को जोड़ने वाले वैश्विक
प्लेटफॉर्म लांच करने का सम्मान प्राप्त होगा। इसका प्रारंभ आसियान तथा
भारतीय बैंकों और फिनटेक कम्पनियों से होगा।
भारत
और सिंगापुर, भारत तथा आसियान देशों के लघु और मध्यम उद्यमों को जोड़ने पर
काम कर रहे हैं अभी यह कार्य भारतीय प्लेटफॉर्म पर होगा और इसका वैश्विक
विस्तार किया जाएगा।

है। नवाचार, आशा और अवसरों की भरभार हो गयी है। इसने कमजोर को सशक्त बनाया
है और हाशिए पर रह रहे लोगों को मुख्यधारा में ला दिया है। इसने आर्थिक
पहुंच को पहले से अधिक लोकतांत्रिक बना दिया है।
मेरी
सरकार ने 2014 में नागरिक-दूरदराज के गांवों में निर्धनतम व्यक्ति को
प्रभावित करने वाले समावेशी विकास के मिशन के साथ कार्यभार संभाला।
मिशन को वित्तीय समावेशन का ठोस आधार चाहिए था- भारत के आकार के देश के लिए यह कोई आसान कार्य नहीं।
फिर भी हम इसे महीनों में ही हासिल करना चाहते थे न की वर्षों में।
फिनटेक की शक्ति और डिजिटल क्नेक्टविटी की पहुंच के साथ हमने अप्रत्याशित गति और आकार की क्रांति प्रारंभ की है।
वित्तीय
समावेशन 1.3 बिलियन भारतीयों के लिए एक वास्तविकता हो गया है। हमने 1.2
बिलियन बायोमेट्रिक पहचान आधार महज कुछ सालों में बना लिया है।
जन-धन
योजना के साथ हमारा उद्देश्य प्रत्येक भारतीयों को बैंक खाता देना है। तीन
वर्षों में हमने 330 मिलियन नए बैंक खाते खोले हैं। यह पहचान, सम्मान और
अवसर के 330 मिलियन स्रोत हैं। 2014 में 50 प्रतिशत से भी कम भारतीयों के
पास बैंक खाते थे। अब यह सार्वभौमिक हो गया है। आज बिलियन से अधिक
बायोमेट्रिक पहचान, बिलियन से अधिक बैंक खाते तथा बिलियन से अधिक सेल फोन
के साथ भारत विश्व में सबसे बड़ा सार्वजनिक आधारभूत संरचना वाला देश हो गया
है।

लाख करोड़ से अधिक या 50 बिलियन डॉलर के सरकारी लाभ लोगों तक सीधे पहंच
रहे हैं। अब दूरदराज के गांवों में बैठे गरीब नागरिक को लम्बी दूरी नहीं तय
करनी पड़ती या अपने अधिकारों के लिए बिचौलियों की मुठ्ठी नहीं गरम करनी
पड़ती है।
अब
जाली और नकली खाते सरकारी वित्त का खून नहीं चूसते। हमने चोरी रोककर
80,000 करोड़ रुपये या 12 बिलियन डॉलर से अधिक की बचत की है। अब अनिश्चितता
के कगार पर बैठे लाखों लोग अपने खातों में बीमा प्राप्त करते हैं और
उन्हें वृद्धावस्था में पेंशन सुरक्षा की पहुंच है। आधार आधारित 400,000
माइक्रो एटीएम के माध्यम से दूरदराज के गांवों में भी बैंकिंग प्रणाली
दरवाजे पर पहुंच गई है। इस डिजिटल अवसंरचना ने विश्व की सबसे बड़ी
स्वास्थ्य योजना आयुष्मान लांच करने में मदद की है। यह योजना 500 मिलियन
भारतीयों को किफायती स्वास्थ्य बीमा प्रदान करेगी।
डिजिटल
अवसंरचना ने मुद्रा योजना के माध्यम से छोटे उद्यमियों के लिए 145 मिलियन
के ऋण प्रदान करने में मदद दी है। चार वर्षों में 6.5 लाख करोड़ रुपये या
90 बिलियन डॉलर के ऋण के दिए गए है। लगभग 75 प्रतिशत ऋण महिलाओँ को प्रदान
किए गए हैं।
कुछ
सप्ताह पहले ही हमने इंडिया पोस्ट पेमेंट बैंक लांच किया। 150 हजार से
अधिक डाक घर और 300,000 डाक सेवा कर्मचारी टेक्नोलॉजी का इस्तेमाल करते हुए

को बेहतर पहुंच प्रदान कर रहे हैं। यह केन्द्र स्वास्थ्य सेवाएं और महिलाओँ
को स्वच्छता के उत्पाद प्रस्तुत कर रहे हैं।
फिनटेक द्वारा भारत में भुगतानों और लेन-देन के डिजिटलीकरण का परिवर्तन लाए बिना कोई भी कार्य प्रभावकारी नहीं हो सकता था।
भारत
विविध परिस्थितियों और चुनौतियों वाला देश है। हमारे समाधान भी विविध होने
चाहिए। हमारा डिजिटलीकरण सफल है क्योंकि हमारे भुगतान उत्पाद सभी की
आवश्यकता पूरी करते हैं।
मोबाइल
और इंटरनेट वाले लोगों के लिए भीम-यूपीआई, वर्चुअल भुगतान एड्रेस का उपयोग
करते हुए अनेक खातों के बीच भुगतान के लिए विश्व का सर्वाधिक सूक्ष्म, सरल
और बाधारहित प्लेटफॉर्म है।
जिनके पास मोबाइल और इंटरनेट नहीं है उनके लिए 12 भाषाओं में यूएसएसडी प्रणाली है।
और
जिनके पास न मोबाइल है और न इंटरनेट उनके लिए आधार सक्षम भुगतान प्रणाली
है जो बायोमेट्रिक का उपयोग करती है। इस प्रणाली से एक बिलियन लेन-देन हुए
हैं और दो वर्षों में इसका 6 गुणा विकास हुआ है।
रूपे
भुगतान कार्डों को सबकी पहुंच के अंदर ला रहा है। रूपे 250 मिलियन से अधिक
लोगों तक पहुंचा है, जिनके पास चार साल पहले कोई बैंक खाता नहीं था।
कार्ड से क्यूआर तथा वैलेट से भारत में तेजी से डिजिटल लेन-देन का विकास हुआ है। आज भारत में 128 बैंक यूपीआई से जुड़े हुए हैं।
पिछले 24 महीनों में यूपीआई पर लेन-देन 1500 गुणा बढ़ा है। हर महीने लेन-देन के मूल्य में 30 प्रतिशत से अधिक की वृद्धि हो रही है।
लेकिन मैं गति से अधिक डिजिटल भुगतान द्वारा प्रदान किए गए अवसरों, सक्षमता, पारदर्शिता और सहजता से प्रेरित हूं।
एक दुकानदार ऑनलाइन रूप से अपनी इनवेंट्री में कमी ला सकता है और तेजी से वसूली कर सकता है।
फल
उत्पादक वाले, किसान या एक ग्रामीण दस्तकार के लिए बाजार प्रत्यक्ष और
नजदीक हो गए है। आय अधिक हो गई है और भुगतान में तेजी आई है।

एनालिटिक्स तथा आर्टिफिशियल इंटेलिजेंस लोगों के लिए अनेक मूल्यवर्धित
सेवाएं देने में सहायता कर रहे हैं। इसमें उन लोगों के लिए ऋण भी शामिल है
जिनका बहुत कम ऋण लेने या ऋण नहीं लेने का इतिहास रहा है।
वित्तीय समावेशन का विस्तार सूक्ष्म, लघु और मध्यम उद्यमों तक हुआ है।
वे सभी एक वर्ष पहले लांच किए गए राष्ट्रव्यापी वस्तु और सेवा कर डिजिटल नेटवर्क पर आ रहे हैं।
बैंक

द्वारा खरीद के लिए एकीकृत प्लेटफॉर्म है।
यह प्लेटफॉर्म सबकुछ यानी खोज और तुलना, निविदा, ऑनलाइन ऑर्डर, करार और भुगतान की सुविधा प्रदान करता है।
इस
प्लेटफॉर्म के पास पहले से 600,000 उत्पाद हैं। इस प्लेटफॉर्म पर लगभग
30,000 क्रेता संगठन और 150,000 से अधिक विक्रेता और सेवा प्रदाता पंजीकृत

विश्व का अग्रणी फिनटेक और स्टार्ट अप देश बना दिया है। भारत में फिनटेक
तथा इंडस्ट्ररी 4.0 का भविष्य निखर रहा है।
हमारे
युवा ऐसे ऐप्स विकसित कर रहे हैं जो सभी के लिए कागज रहित, नकद रहित,
मौजूदगी रहित और सुरक्षित लेन-देन को संभव बना रहे हैं। यह विश्व का सबसे
बड़ा एप्लीकेशन प्रोग्रामिंग इंटरफेस सेट इंडिया स्टैक का कमाल है।
युवा
बैंकों, नियामक संस्थानों तथा उपभोक्ताओँ के लिए समाधान सृजन के उद्देश्य

कम्पनियों और स्टार्ट अप से कहता हूं कि भारत आपके लिए सर्वश्रेष्ठ स्थान
है।

बल्ब उद्योग से भारत में प्राप्त आर्थिक आकार ने इस ऊर्जा सक्षम
टेक्नोलॉजी को विश्व के लिए अधिक रियायती बना दिया है। इसी तरह भारत का
विशाल बाजार फिनटेक उत्पादों को आकार, प्राप्ति, जोखिम तथा लागत में कमी
तथा वैश्विक रूप लेने में सक्षम बनाएगा।
मित्रों,
संक्षेप में भारतीय कहानी फिनटेक के 6 बड़े लाभों- पहुंच, समावेशन, क्नेक्टविटी, जीवन की सुगमता, अवसर और दायित्व- को दिखाती है।
पूरे
विश्व में भारत-प्रशांत से लेकर अफ्रीका और लैटिन अमेरिका तक हम जीवन को
बदलने वाले असाधारण नवाचार की प्रेरक कहानियों को देख रहे हैं।
लेकिन अभी बहुत कुछ करना शेष है।
हमारा

अधूरा न रहे और कोई भी उद्यम वित्तीय पहुंच के अभाव में न रहें।
हमें
जोखिम प्रबंधन, जालसाजी रोकने और पारम्परिक मॉडलों में अवरोध से निपटने
में बैंकों और वित्तीय संस्थानों को अधिक लचीला बनाना होगा।
हमें परिपालन, नियमन और निगरानी में सुधार के लिए टेक्नोलॉजी अपनानी होगी ताकि नवाचार को प्रोत्साहन मिले और जोखिम नियंत्रित रहे।
हमें मनीलॉंड्रिंग तथा अन्य वित्तीय अपराधों से निपटने के लिए फिनटेक उपायों को अपनाना होगा।
आपस में जुड़े विश्व में उभर रहा वित्तीय विश्व तभी सफल होगा जब हमारे डाटा और हमारी प्रणालियां विश्वसनीय और सुरक्षित होंगी।
साइबर खतरों से हमारे वैश्विक वायर प्रणाली को सुरक्षित बनाना होगा।
हमें
यह सुनिश्चित भी करना होगा कि फिनटेक की गति और विस्तार से लोगों का लाभ
हो, उनका कोई अहित न हो। वित्तीय क्षेत्र में टेक्नोलॉजी मानवीय स्थिति में
सुधार सुनिश्चित करती है।
हमें समावेशी नीतियों और टेक्नोलॉजी के उपयोग के बारे में लोगों में जागरुकता पैदा करने और लोगों को शिक्षित करने की आवश्यकता है।
इसके लिए फिनटेक को न केवल एक व्यवस्था बल्कि एक आंदोलन बनाने की आवश्यकता होगी।
और
हमें डाटा स्वामित्व तथा प्रवाह, निजता तथा सहमति, निजी और सार्वजनिक हित,
कानून और मूल्यों जैसे प्रश्नों का समाधान भी करना होगा।
हमें भविष्य के लिए कौशल सृजन में निवेश करना होगा और विचारों और दीर्घकालिक निवेश को समर्थन देने के लिए तैयार रहना होगा।
मित्रों,
प्रत्येक युग अपने अवसरों और अपनी चुनौतियों से परिभाषित होता है। भविष्य संवारने की जिम्मदारी प्रत्येक पीढ़ी की होती है।
यह पीढ़ी विश्व में सभी के लिए भविष्य संवारेगी।
इतिहास
में किसी भी समय हमें इतने अधिक अवसर प्राप्त नहीं हुए, जो अवसरों और
समृद्धि को लाखों लोगों के लिए जीवनकाल में वास्तविकता में बना दे।
जो गरीब और अमीर, शहरों और गांवों, आशाओं और उपलब्धियों के बीच विश्व को अधिक मानवीय और समान बनाए।
भारत दूसरे के अनुभवों से सीख लेगा, हम विश्व के साथ अपने अनुभवों और अपनी विशेषज्ञता को साझा करेगे।
